Converting Existing Statements to EHC Plans

From 1 September 2014 we will start transferring all existing Statements of SEN to Education, Health and Care Plans (EHCP). This process must be completed by the end of March 2018.

rom 1 September 2014 all requests for statutory assessments will take the form of an assessment of education, health and care needs leading to an EHCP.

We will no longer offer assessments for statements of special educational needs (pupils aged 0-16 years)) or learning difficulty assessments.(aged 16-25)

Pupils with existing statements will continue unchanged until they are formally converted in accordance with the arrangements below.

children and young people with SEND and their parents and carers will be total partners in the conversion process. We will prioritise the conversion of statements for pupils going through a transitional period in their education careers .

These transitions are typically :

  • Pupils who are moving from a pre-school setting into a nursery school.
  • Pupils who are moving from a nursery setting to a primary school.
  • Pupils transferring from primary to secondary school.
  • Young People who will become 17 after 1 September 2014 and are remaining in full time education.
  • Pupils who are entering the borough with a statement from another authority.

Parents, carers and the children and young people themselves will be told about when their conversion will happen by their nursery, school or college and it will take the place of the Annual Review for that year. No provision will be lost by changing from a Statement of SEN to an EHC Plan.
